Bruce Voss speaker at 2015 Land Use Law Conference

Bruce Voss was a guest speaker at the 2015 Hawaii Land Use Law Conference, addressing the crowd of several hundred attendees on how recent U.S. Supreme Court decisions on the “unconstitutional conditions” doctrine will affect state and county land use decision-making in Hawaii. Mr. Voss explained how the Supreme Court’s opinion in Koontz will force Hawaii government officials to change their historic practices of imposing excessive development conditions on disfavored projects, and how a Hawaii landowner could obtain just compensation or injunctive relief if a government agency seeks to impose an unconstitutional development condition on a property.
